China Releases New Energy Policy, Carbon Peak Action Plan Sets Clear Timeline

China's NDRC and National Energy Administration jointly released the "2025-2030 Energy Sector Carbon Peak Action Plan", setting non-fossil energy consumption targets and promoting green low-carbon energy transition.

Carbon Peak Action Plan Released

China's National Development and Reform Commission and National Energy Administration jointly released the "2025-2030 Energy Sector Carbon Peak Action Plan", setting a clear carbon peak pathway for the energy sector over the next five years.

Non-Fossil Energy Targets

The plan clearly states that by 2030, non-fossil energy consumption should reach approximately 25%, and carbon dioxide emissions per unit of GDP should decrease by more than 65% compared to 2005 levels. Total installed capacity of wind and solar power should reach over 1.2 billion kilowatts.

Coal Consumption Control

The plan requires strict control of coal consumption growth, with gradual reduction during the "15th Five-Year Plan" period. Promoting the "three transformations linkage" of coal-fired power plants: energy-saving and carbon-reduction retrofits, flexibility retrofits, and heating supply retrofits.

New Energy Development Support

The policy clearly supports the development of wind power, photovoltaic power, solar thermal power, biomass energy and other renewable energy sources. Improving the renewable energy power consumption guarantee mechanism and promoting market-oriented green power trading.

Energy System Reform

The plan also proposes deepening energy system reform, improving power market trading mechanisms, promoting fair opening of oil and gas pipeline networks, building a new power system, and providing institutional guarantees for carbon peak targets.
